All projects follow the same format. So I personally don't believe a final year project should have some componentd before it can be referred to as a good one.
That being said, for you to write a top notch final year project, then you must look for a pertinent problem to solve and you must be able to solve it with your project. Also follow all the rules in project writing so as not to be tagged as copying another person's work. And you must read, read a lot and extensively on previous works that have done something related to what you want to do. With that, you will ne well equiped with more knowledge on the subject matter.
